The Steelers have ruled S Minkah Fitzpatrick (hamstring) out for the second straight game Sunday against the Browns. That'll mean another start for Keanu Neal, who played 97% and 89% of defensive snaps the past two weeks. He has managed a just-OK 7 total tackles in each game.
